McCarthy’s mother, Roberta Darlene was a homemaker, and his father, Owen McCarthy was an assistant city fire chief. Under Bill Thomas, he was a district director from early 1990 to the 2000s. In 2000, he won his first election as a Kern Community College District trustee.
Soon after Kevin was elected to the California State Assembly in 2002 and became the Republican Floorleader in 2003. Three years later he was elected to the U.S House of Representatives.

As a U.S. House representative, he entered the Republican primary for California’s 22nd District after Bill Thomas retired. He consecutively won in this district for 3 consecutive elections first in 2006, then in 2008, and then in 2010, each time with a huge number of votes, almost unopposed.
He got the 23rd District of California, after redistricting in 2012. This new district was also heavily Republican like the 22nd District, and he won his fourth term in the US House elections, with 73.2% in his new district. He consecutively won each and every election from 2012 to the recent 2022 Elections with no opposition or very little opposition. He was mostly challenged by Democratic members however, he always won the majority.

During his tenure in the U.S. House of Representatives, he had several committee assignments such as Committee on Financial Services, Subcommittee on Capital Markets, Insurance, Government-Sponsored Enterprises, and Subcommittee on Financial Institutions and Consumer Credit. He is a member of the Congressional Western Caucasus. He also assumed several Part Leadership posts such as the House Republican steering committee, House Republican chief deputy whip(2009–2011), House majority whip(2011–2014), House majority leader(2014–2018), and House Minority Leader from 2019 to present. Kevin was one of the three founding members of the GOP Young Guns Program, while he was on the Republican Steering Committee.

After Trump suspended Deferred Action for Childhood Arrivals (DACA), McCarthy also opposed efforts to codify the legal status of DREAMers which provided a temporary stay for minor immigrants who came to the U.S. without documents. He supported the U.S. Immigration and Customs Enforcement (ICE) and called for the House to vote on a resolution written by him in support of ICE.

Kevin was a supporter of the Defense of Marriage Act (DOMA), which barred the government from recognizing same-sex marriages as legal and providing spousal benefits to the married person.
