Rudd became Queensland’s most powerful bureaucrat when he became the Director General of the Office of the Cabinet of Wayne Goss. As such he initiated several reforms, such as promoting a policy of developing an Asian languages and cultures program which was unanimously accepted by the Council of Australian Governments.
