According to the Asahi Shimbun, Tokyo police detained Atsushi Ozawa, 50, after identifying him from surveillance camera footage of the November incident.

What happened at the scene?

As stated in the report, the veterinarian declared the pigeon struck in the incident deceased, attributing the cause of death to severe shock. As per the Asahi Shimbun, an onlooker observed Ozawa accelerating his engine at a green traffic signal and then driving into the pigeons at a speed of approximately 37 miles per hour.

Why did police arrive at the scene?

According to the source, the bystander then called emergency services. According to the national network NHK, Tokyo police decided that the bird was purposefully slain.

According to the broadcaster, a defiant Ozawa told investigators, “The roads belong to humans, and it is the pigeons who should dodge.”

Ozawa is now suspected of using “his car to kill a common pigeon, which is not a game animal,” according to a police official, according to Agence France-Presse.

How are the rules broken by man?

Ozawa would have broken Japan’s Wildlife Protection, Control, and Hunting Management Act if convicted. According to the Asahi Shimbun, police stated that Ozawa is a professional driver and hence should be held to a higher ethical standard on the road.
